Accessibility

The reporting organisation, OSAPS, is committed to making its website accessible in accordance with the law of 28 May 2019 on the accessibility of websites and mobile applications of public sector organisations. This accessibility statement applies to: https://accessibilite-produits-services.public.lu

What is digital accessibility?

Everyone must be able to easily use and consult the information on a website or application, including people with disabilities and/or those using assistive software or specialised equipment (e.g. visual, hearing, physical or cognitive disabilities, etc.).

Compliance

This website is partially compliant with European standard EN 301 549 and the Web Accessibility Evaluation Framework (RAWeb) v1 that implements it, due to the elements listed below.

Inaccessible content

The content listed below is not accessible for the following reason(s):

Non-conformities

  • Some text, graphic element or focus indication contrasts are not sufficient. An option is available in the accessibility settings window to change the colours of the website in order to improve contrast levels.
  • Some link “title” attributes do not exactly match the visible title, but they do allow the destination of the link to be understood.
  • Lack of text alternatives for images that convey information.
  • Some decorative images are not correctly ignored by assistive technologies.
  • In the zoomed and/or small screen version, some elements are truncated or overlap.
  • In the zoomed and/or small screen version, there is a loss of information or functionality.
  • Language changes are not declared or are inappropriate for certain terms.
  • Empty paragraph tags are used in the text content to define spacing.
  • Some lists are not always identifiable as such by assistive technologies.
  • A few HTML code validity errors may interfere with assistive technologies.
  • Absence of text transcription and subtitles for deaf and hard-of-hearing users on videos
  • Some interface components have compatibility issues with assistive technologies For this content, it has been verified that the non-conformities affecting it do not block access to information. If any content is found to be inaccessible, we undertake to provide an accessible version of it on request (see the ‘Feedback and contact details’ section).
    • Weak aria-current attributes in the main navigation of the website
    • In the zoomed and/or small screen version, the button to close the search filters is outside the dialogue window

Disproportionate burden

  • Not all office documents available on the website necessarily comply with standard EN 301 549 V3.2.1, as the volume of documents to be processed to achieve compliance is significant and would require excessive resources. However, we undertake to provide an accessible version of the content on request on a case-by-case basis (see the section entitled ‘Feedback and contact details’).
  • The surveys in the ‘Tests’ section were created using a third-party tool that does not meet compliance criteria. The provider has been informed of the shortcomings of its tool and asked to address them. If the provider does not make the necessary corrections within a reasonable time frame, OSAPS will pursue a more appropriate tool.
  • Some videos published after 23 September 2020 do not have an adapted text transcript. We endeavour to provide the messages conveyed in the video in the surrounding text.

Content not covered by the law of 28 May 2019

  • Documents available for download that are provided by third-party administrations and are not under our control.
  • Office documents published before 23 September 2018.
  • All videos published on the website before 23 September 2020.
  • Interactive map modules are exempt insofar as an alternative is available on the page to retrieve the information provided by the map (e.g. the address in full). We strive to keep them identifiable and to verify that they do not constitute a keyboard trap.

Accessibility features

Easy-to-read writing

Redirects to an alternative version of pages whose content has been written in very clear and simple language. Accessible via:

  • The ‘Easy to read’ link in the site header.
  • The ‘Easy to read’ link in the main navigation menu.

Accessibility settings

A dialogue box contains several accessibility options to improve the site's usability. These options can be accessed via the ‘Settings’ icon in the site header (in the zoomed or small screen version, this option is located at the bottom of the screen).

Below is a summary of the various features available:

  • Contrast
  • Enabling one of the options changes the colours of the site to improve contrast. The three options are:
    • ‘Default’: Contrast level proposed by the site's initial style guide.
    • ‘Enhance’: Changes all colours on the site to display a greyscale version of the site.
    • ‘Invert’: Changes all the colours on the website to provide maximum contrast.
  • Line spacing
  • Activating this option significantly increases the line spacing of all text to improve readability.
  • Images
  • Activating this option hides the images on the website. Replaces images that carry information with a text alternative.
  • Text size
  • Enabling one of the options increases or decreases the text size throughout the site to improve readability.

Preparation of this accessibility statement

This statement was prepared on 23 April 2025. The information contained in this statement is accurate and based on an effective assessment of the compliance of this website with the requirements set out in the RAWeb 1, as a self-assessment carried out by the ‘Ministry of Family, Solidarity, Community Life and Reception’.

Control process

Websites created within the Renow framework are developed within a generic, centralised framework and architecture, following project management processes and complying with the Renow checklist. To ensure neutrality, we regularly call on accessibility experts to check the compliance of websites or new features.

Each website is assessed in several stages:

  1. During the design of the content structure.
  2. When creating the graphic and functional mock-ups.
  3. Just before going live.

Once the website is live, checks are carried out as follows:

  • for each new piece of content, the editorial team checks access to all content before it is published;
  • each new feature of the website is evaluated before it is published.

During evaluations, the website is tested with the main screen readers, on tablets, mobile devices and PCs. They are also tested with different web browsers (compatibility up to two versions lower than the current version).

Skills of those involved

The working procedures incorporate the application of Internet guidelines at the various stages of website development (writing, management, development).

Our employees have the knowledge and skills required to apply Internet guidelines correctly.
